More than 200,000 employees in health and social services will be transferred so that they are employed by the counties. The counties will become members of the Local Government Pensions Institution and the personnel will continue to be covered by the municipal pension system.
A sub-group on the revision of provisions governing pensions has put forward a proposal on the need to amend the municipal pension system following the personnel transfers relating to the health and social services reform and the establishment of the counties (see annex, in Finnish). Based on the report, the working group will draw up provisions for legislation on the municipal pension system.

The provisions are included in the Government’s draft proposal on the reform of health and social services and regional government. The proposal is being circulated for comments until 9 November 2016.
The Government will discuss the proposals in connection with a decision to circulate the bill for comment this spring.
